摘要: 伴随着天然气业务的迅猛发展，中国石油正谋求成为LNG产业的领跑者。通过顶层设计和基层首创对经济发展和改革作用的分析，结合中国石油LNG业务发展的形势和内外部环境现状，探讨了基于顶层设计和基层首创有机耦合下的LNG发展战略。

Abstract: With the rapid development of natural gas business, PetroChina is trying to be the leader of LNG industry. Analyze economic development and reform effect through top-level design and grass-roots creation. Combined with LNG business development situation of PetroChina and the state of environment at home and abroad, the LNG development strategy is discussed based on the organic coupling of top-level design and grass-roots creation.
